Swing speed and tempo give the weight window in grams. The material is what can be built in that window.
Why the question is usually asked backwards
Graphite and steel are not two competing products with a winner. They are two ways of building a shaft to a target weight, and they overlap in the middle. A 95-gram graphite iron shaft and a 95-gram lightweight steel one have far more in common with each other than either has with a 130-gram tour steel shaft.
So the useful order is: work out the weight window your speed and tempo call for, then ask which materials are built in that window. At the light end only graphite exists. At the heavy end only steel does. In the middle both do, and the decision moves to feel, cost and how your hands hold up.

What shaft weight is actually doing
Weight controls two things that matter and one that does not. It changes how fast you can swing the club, it changes how much you can feel where the head is during the swing, and it does almost nothing to the ball once the club is delivered — the ball only knows about the head.
Lighter shafts let you swing marginally faster, which is worth a small amount of distance. They also give you less feedback about where the head is, which for most golfers costs some strike consistency. The fitting question is which of those two you need more of, and that depends almost entirely on how much speed you already have.
A golfer with speed to spare can afford to trade a little of it for control, which is what heavier steel buys. A golfer who is short of speed cannot, because their problem is not dispersion — it is getting the ball in the air and far enough to reach the green with a club they can control.
Tempo shifts the window as much as speed does
Two golfers at the same swing speed can need different shaft weights, because how you get to that speed matters. An aggressive transition loads the shaft harder and needs more weight to stay stable; a smooth one needs less. The tool moves the window by five grams in each direction for exactly this reason, which is often enough to move a golfer from one material's territory into the overlap.
Where each material actually wins
Below roughly 80 mph of driver speed, graphite. At 72 mph the tool puts the iron shaft window at 50–65 grams in graphite against 85–95 in steel. That gap is large, and at this speed the lighter build is not a comfort choice — it is the difference between a mid-iron that holds a green and one that lands flat and runs through the back.
Around 86 mph you are in the overlap. The window reads 100–115 grams in steel and 70–85 in graphite, and both are genuinely buildable. This is where lightweight steel lives, and where the honest answer is that you should hit both and keep the one that feels like it belongs in your hands.
Above roughly 92 mph, steel. At 102 mph the window is 110–125 grams, and the reason is dispersion rather than distance. You already have the speed. What a heavier shaft buys you at this point is knowing where the head is, and a golfer at this speed with a light shaft tends to miss in both directions rather than one.
The comfort case, which is separate from all of it
Everything above is about performance, and there is a second reason to choose graphite that has nothing to do with performance at all. Graphite damps high-frequency vibration far more effectively than steel does, and the difference is most obvious on a strike off the toe or low on the face.
For a golfer managing elbow, wrist or hand pain, that damping is often the whole decision, and it is a legitimate one at any swing speed. A golfer at 100 mph who plays graphite irons because steel hurts has not made a fitting error. They have correctly weighted a variable the fitting chart does not contain.
The one thing worth doing in that case is fitting the weight properly within graphite rather than defaulting to the lightest option. Graphite iron shafts are built across a wide weight range, and a golfer with speed who needs the damping should be in the heavy end of it, not the light end.
Cost, and why it matters less than it used to
Graphite iron shafts used to carry a large premium and a reputation for inconsistency between shafts in a set. Both have narrowed considerably. Graphite is still generally the more expensive build, and on the used market a set with graphite shafts often sells for less than the same heads in steel simply because the buyer pool is smaller — which is a genuine opportunity if graphite is what you were going to fit anyway.
Finding out what you are playing now
Before changing anything, it is worth knowing what is already in your hands, and most golfers do not. The shaft model is usually printed on a band near the head, and once you have the model name the manufacturer publishes its weight, its flex options and often its torque. That turns "I play steel" into a number you can compare against the window above.
If the printing has worn off, a shop can weigh the club and work backwards. A pulled shaft is weighed directly; an assembled club can be estimated from total weight and swing weight closely enough to tell you which side of the overlap you are on. Either is a five-minute job and it is worth doing before spending anything, because a surprising number of golfers discover they are already in the right window and the problem was the flex or the length.
The other thing to check is whether your set is uniform. Mixed sets bought piecemeal on the used market frequently contain two or three different shafts, and a set where the 6-iron is twenty grams heavier than the 7-iron will never feel consistent no matter how well any individual club is fitted.
What to shop for
Shop by weight in grams, not by the word on the shaft. The number is usually printed on the shaft band or in the manufacturer's specification for that model, and it is the figure that tells you whether the club suits you. Two shafts of the same material and the same flex letter can be forty grams apart.
Check the flex separately and do not assume it follows the material. Flex is not standardised between manufacturers and it is worth working out on its own — what shaft flex your swing speed actually needs covers the computation, and whether a senior flex label means anything covers what happens when the letter on the box is doing the deciding.
